Key work arrangement of food safety in 2014

In 2013, in accordance with the unified deployment of the State Council, all regions and relevant departments accelerated the reform of the food safety supervision system, further strengthened daily supervision, carried out in-depth special rectification of food safety, severely punished and punished serious food safety violations and crimes, controlled potential food safety risks, and the overall food safety situation in the country became stable and good. However, the deep-seated contradictions restricting China's food safety still exist, and prominent problems strongly reflected by the masses still occur from time to time. In order to implement the spirit of the Third Plenary Session of the 18th CPC Central Committee, the central economic work conference, this year's government work report and the relevant deployment requirements of the State Council on food safety, and ensure the people's "safety on the tip of the tongue", the following arrangements are made for the key work of food safety in 2014:

1、 We will carry out in-depth rectification and strive to solve outstanding problems

(1) Carry out source control of the quality and safety of edible agricultural products. Strictly manage agricultural inputs, strictly implement the fixed-point operation and real name purchase system of highly toxic pesticides, standardize the production, operation and use of veterinary antibiotics, feed and feed additives, and promote the scientific and reduced use of pesticides and chemical fertilizers. Severely crack down on the use of banned agricultural and veterinary drugs, illegal addition of "Clenbuterol" and malachite green and other prohibited substances. We will strengthen the treatment of land and water pollution, focus on the treatment of environmental pollution problems such as soil heavy metal pollution in the producing areas of agricultural products, water pollution for agricultural breeding and persistent organic matter pollution, and strive to cut off the chain of pollutants entering farmland. We will strengthen supervision over the quality and safety of edible agricultural products, focusing on the exit of producing areas and market access.

(2) Carry out in-depth special rectification of infant formula milk powder. Standardize the purchase of fresh milk and the operation and management of milk stations, strictly supervise the inspection, testing and transportation of fresh milk, urge enterprises to strengthen the construction and management of self-control milk sources, further strengthen the national supervision and sampling inspection of infant formula milk powder, and publish the sampling inspection results in time. It is strictly prohibited to produce infant formula milk powder by Commission, labeling and sub packaging, to produce different brands of milk powder with the same formula, and to produce infant formula milk powder with raw milk (powder) other than cow and sheep milk (powder). Strengthen the inspection of the enterprise's continuous maintenance of license conditions, production process records and product inspection. Strengthen the supervision of dairy products circulation, strictly implement the incoming inspection and inspection record system, and further standardize the online sales of infant formula milk powder. Strengthen the supervision and sampling inspection of imported infant formula milk powder, and publish the list of manufacturers, importers and products of imported infant formula milk powder. Severely crack down on illegal activities such as illegal addition of non edible substances, use of food additives beyond the scope and limit, unlicensed production and operation, counterfeiting of well-known brands and smuggling of milk powder and whey powder, and timely publish the "blacklist" of illegal units.

(3) Carry out special rectification of livestock and poultry slaughter and meat products. Implement the territorial management responsibility for the collection and treatment of dead livestock and poultry, and further standardize the harmless treatment of dead livestock and poultry. Severely punish illegal acts such as purchasing and processing dead livestock and poultry, and selling meat products that have not been inspected or fail to pass the meat inspection. Strengthen the standardized management of designated pig slaughtering enterprises and cattle and sheep slaughtering enterprises, strengthen the supervision and inspection of meat products production and processing enterprises, and prohibit fur animal carcasses and other animal meat products without inspection and Quarantine from entering the market. Strengthen the supervision and inspection of the live poultry trading market, and urge the live poultry operators to carry out harmless treatment of dead and sick birds in strict accordance with relevant regulations.

(4) Carry out comprehensive management of edible oil safety. Severely crack down on illegal acquisition, transportation and processing of waste cooking oil, refining, manufacturing and selling animal oil by using animal viscera and chemical raw materials, shoddy, fake and fake, and passing unqualified vegetable oil as qualified edible oil. Further promote the resource utilization and harmless treatment of kitchen waste, cut off the illegal interest chain of "gutter oil" from the source, and form a benign operation mechanism of the combination of dredging and blocking. Strengthen the inspection of imported edible oil products, and carry out overseas inspection on imported edible vegetable oil production enterprises to prevent oil products that do not meet safety standards and quality identification standards from flowing into the domestic market.

(5) Carry out special rectification of rural food safety. We will intensify efforts to improve food safety in key areas such as rural areas, urban-rural fringe areas and small workshop gathering villages, and focus on illegal acts such as selling fake and shoddy "three noes" food in canteens, small supermarkets, mobile vendors and wholesale markets. Focus on improving the awareness of rural food safety consumption. Standardize the declaration of group meals for rural weddings and funerals, strengthen the management of personnel health, site environment, cleaning and disinfection of rural catering service units, and ensure the safety of group meals.

(6) Carry out special rectification on children's food, school and surrounding food safety. Strictly regulate the access conditions for children's food business license and the responsibilities and obligations of operators, supervise and urge the implementation of the purchase inspection and certificate and ticket system, and strictly investigate and deal with the sale of low-cost and low-quality food around the campus according to law. We will formulate norms for the management of nutritious meals for primary and secondary school students, strictly screen the qualifications of students' nutritious meal distribution units and invite tenders, and strictly investigate and deal with the processing and sales of unqualified food according to law. Strictly regulate the hygiene, raw materials and processing process of school canteen personnel, prevent food borne bacterial pollution and prevent collective food poisoning among students.

(7) Carry out special rectification of food beyond the shelf life and recycled food. Strictly implement the main responsibility of food producers and operators, urge food producers and operators to timely self inspect and clean up food beyond the shelf life, take measures such as stopping operation, and take the initiative to remove the food from the market; Special areas shall be set up for the delisted food beyond the shelf life and recycled food, and eye-catching labels shall be pasted to prevent confusion with normal food or resale. Severely crack down on the illegal operation and use of food beyond the shelf life and recycled food according to law, prohibit the use of food beyond the shelf life and recycled food as raw materials to produce processed food, and prohibit the sale of food beyond the shelf life and recycled food by changing the production date, shelf life or changing the packaging. Regulate the disposal of food beyond the shelf life and recycled food, and supervise food producers and operators to conduct harmless treatment or destruction of food beyond the shelf life and recycled food in strict accordance with relevant laws and regulations, so as to prevent food beyond the shelf life and recycled food from returning to the dining table.

(8) Carry out special rectification on the problems of "illegal addition" and "illegal publicity". We will severely crack down on illegal activities such as the illegal addition and use of non food raw materials and the use of food additives beyond the scope and limit, and resolutely ban "black dens", "black workshops" and "black factories". Improve the list of non edible substances that may be illegally added to food, accelerate the research and identification of detection methods for substances within the list, and strengthen the monitoring and sampling of substances within the list. We will continue to strengthen the investigation and punishment of false publicity in food advertising, and severely deal with the problems of counterfeiting and shoddy in production and sales, such as shoddy manufacturing, fraudulent use of brands, false labels and so on. We will further consolidate and expand the phased achievements of the fight against the "four non" (illegal production, illegal business, illegal addition and illegal publicity) of health food, and resolutely prevent the rebound of the problem.

(9) Carry out online food trading and special rectification of imported and exported food. Strictly investigate and deal with illegal acts such as selling "three noes" food, food that does not meet safety standards and imported food without inspection and quarantine through the Internet. Strictly regulate the responsibilities and obligations of online food operators and service providers of online food trading platform, and explore the establishment of online food trading supervision system. Strengthen import and export food safety supervision, strengthen resource sharing and information exchange among port units, and form a joint force of port supervision. Focusing on grain, sugar, edible oil and meat, we will severely crack down on illegal and criminal acts such as smuggling and evading supervision according to law.

2、 Strengthen the construction of regulatory capacity and consolidate the foundation of regulatory work

(1) Comprehensively deepen the reform of food safety supervision system. We will improve the food safety supervision system from the central government to the local government to the grass-roots level, improve Township food safety supervision agencies and agricultural product quality and safety supervision service agencies, and strengthen the construction of the team of village level coordinators. We will further implement the responsibilities for territorial management of food safety, strengthen the regulatory responsibilities at the city and county levels, bring the quality and safety supervision and law enforcement of agricultural products into the scope of comprehensive agricultural law enforcement, and accelerate the adjustment of regulatory responsibilities for designated pig slaughtering. Give full play to the role of food safety comprehensive coordination organizations at all levels, strengthen the construction of comprehensive coordination capacity, and improve the cooperation mechanism. We will accelerate the establishment of an effective connection mechanism between the export of edible agricultural products and market access.

(2) Strengthen grass-roots law enforcement and standardization. Strengthen the technical support of grass-roots supervision, promote the electronic management and database construction of food producers and operators, and improve the level of supervision. Improve the comprehensive quality and professional ability of grass-roots law enforcement teams, and cultivate grass-roots law enforcement cadres who understand technology, understand the law and are good at investigation. Strengthen the standardization of law enforcement at the grass-roots level, improve the grass-roots supervision responsibility system, clarify the post responsibilities of grass-roots supervision institutions, and standardize the work process.

(3) Strengthen food safety risk monitoring and assessment. We will continue to strengthen the food safety risk monitoring system and its capacity-building, establish and improve the national foodborne disease monitoring and reporting network, and strengthen the unified summary and analysis of monitoring results. Organize the implementation of the national annual plan for safety risk monitoring of food and edible agricultural products, carry out the monitoring and random inspection of the quality and safety of purchased and stored food, and strengthen the comprehensive monitoring of the production process and finished products of food related products. Revise the relevant management regulations on food safety risk monitoring and assessment, standardize the management of monitoring and assessment, and strengthen the application of monitoring and assessment results. Carry out scientific and standardized food safety risk exchange and early warning, improve the working system and mechanism, and strengthen the construction of professional personnel. Study and formulate the national risk assessment plan for food safety and agricultural product quality and safety, implement risk assessment projects, and do a good job in emergency risk assessment of potential food safety hazards. Strengthen the construction of basic databases such as total dietary research and food consumption survey. Continue to do a good job in the safety review of new food raw materials, new varieties of food additives and new varieties of food related products.

(4) Speed up the construction of food safety inspection and testing capacity. Strengthen the R & D, popularization and application of rapid inspection, Traceability Technology and early warning system for edible agricultural products and food, and further improve the technical level of food safety detection. We will implement the plan for the construction of food safety inspection (supervision) and testing capacity, accelerate the construction of county and Township food and agricultural product quality and safety testing system, strengthen the construction of grass-roots food safety testing capacity, and improve the technical level of front-line supervision and law enforcement teams. Promote the integration of county-level food safety inspection and testing resources and the integration of agricultural product quality and safety inspection and testing resources. Strengthen the qualification identification, supervision and management of inspection and testing institutions, fully share the inspection and testing results, and reduce repeated inspection and testing. Create an environment conducive to the development of third-party food safety inspection and testing institutions, and encourage the purchase of services from third-party inspection and testing institutions.

(5) Promote the informatization of food safety supervision. Implement the 12th Five Year Plan of the national food safety supervision system, promote the construction of information engineering of food safety supervision, make full use of modern information technology and improve the efficiency of supervision. Encourage all localities to increase financial support, carry out pilot construction and promote data sharing. Speed up the construction of basic database of food safety supervision statistics and improve the informatization level of statistical work. Promote the action plan of food safety information benefiting the people, and implement the information benefiting the people project by using technologies such as Internet of things, traceability, anti-counterfeiting and bar code.

(6) Establish and improve the "table pollution control system". Carry out joint research, summarize and promote local experience, explore the establishment and improvement of a scientific and perfect "table pollution control system" in line with national conditions, and build a food safety project.

3、 Improve regulations and standards and strengthen system construction

(1) Formulate and revise a number of food safety laws and regulations. We will accelerate the revision of the food safety law of the people's Republic of China, and formulate supporting laws and regulations such as measures for the administration of food production and operation licenses, measures for the supervision and administration of food labeling, measures for the supervision and administration of food additive production, measures for the administration of foodborne diseases, regulations on the safety of imported and exported food, and measures for the safety supervision and administration of food related products. Speed up the revision of regulations on the administration of pesticides, regulations on the administration of pig slaughter and other laws and regulations. Promote local governments to study, formulate and promulgate local regulations on the management of small food production and processing workshops and food vendors. Clean up and integrate the original departmental rules according to the requirements of the new regulatory system. Local people's governments at all levels should focus on the gaps and blind spots in the supervision of sprouts, live poultry, health food and kitchen waste, clarify the responsibilities and work requirements of supervision departments, and pay close attention to studying and improving the supervision system.

(2) Establish food origin traceability system and quality identification system. Accelerate the establishment of the whole process traceability system "from farmland to dining table", study and draft the traceability management measures for important edible agricultural products, and steadily promote the construction of the traceability system for the quality and safety of agricultural products, the circulation of meat and vegetables, the circulation of alcohol and the safety of dairy products. Improve the food quality labeling system, standardize the certification activities and the use of certification marks for food and agricultural products such as "pollution-free agricultural products", "green food", "organic products" and "halal food", standardize the use of genetically modified food marks, and improve consumers' screening ability for quality marks and certification.

(3) Clean up and integrate a number of national and local food safety standards. Accelerate the clean-up and integration of food safety standards, formulate and publish new national standards for key foods such as edible vegetable oil, honey, grain, drinking water and condiments, and track and evaluate key standards such as the use of food pollutants and food additives. Improve the food safety standard management system, standardize the standard formulation process, and do a good job in standard publicity and training, information disclosure and consultation reply. Strengthen the construction of research and drafting units and professional teams of food safety standards, and improve the working ability and efficiency of food safety standards.

4、 Implement the main responsibility of enterprises and promote social co governance

(1) We will explore the establishment of an enterprise first responsibility system and a punitive compensation mechanism. In the pilot production of infant formula milk powder and Baijiu, the system of food quality and safety authorization is responsible for the quality control of raw materials, process control and quality inspection of factory products. Enterprises are encouraged to strengthen the control of product quality by improving their own inspection capacity or entrusted inspection. Enterprises are encouraged to implement good agricultural practice (GAP) and good production practice (GMP), establish hazard analysis and critical control point (HACCP) system, and establish and improve food safety accident reporting, employee health management, training and education management, food production and operation specifications and other systems. Explore the establishment of an enterprise first responsibility system and a punitive compensation mechanism for food quality and safety of "who produces is responsible and who sells is responsible".

(2) We will promote the transformation and upgrading of key industries and the construction of food brands. We will vigorously support large-scale and standardized agricultural production, and promote the establishment of standard horticultural crop parks, large-scale livestock and poultry breeding, and healthy aquaculture. Promote the construction of bulk food production bases such as meat, vegetables, eggs, milk and grain, and guide the production and operation activities such as small workshops, small enterprises and small catering to gather in the food processing industrial park. Accelerate the implementation of good production practices for infant formula milk powder enterprises, strictly enforce the industry access and licensing system, adopt various ways to promote the merger and reorganization of infant formula milk powder enterprises, and actively encourage a number of infant formula milk powder enterprises with good foundation, excellent management and great potential to become better and stronger. Strengthen the construction of food brands, protect and inherit the time-honored brands in the food industry, give play to their exemplary and leading role in quality management, and use brands to ensure people's confidence in food quality and safety.

(3) Study and establish a compulsory food safety liability insurance system. Formulate and issue guidance on the pilot work of compulsory food safety liability insurance, determine the pilot food safety liability compulsory insurance system in some key industries and key areas, give full play to the risk control and social management functions of insurance, and establish an incentive and restraint mechanism of win-win interaction among the government, insurance institutions, enterprises and consumers.

(4) Strengthen the construction of integrity system in the field of food safety. Implement the opinions on Further Strengthening the construction of moral integrity and promoting food safety issued by the food safety office of the State Council and other eight departments, improve the integrity management laws and regulations, comprehensively establish the credit files of various food production and operation units, improve the integrity information sharing mechanism and the joint punishment mechanism for dishonest behavior, and explore the implementation of the "red and black list" of food producers and operators The system promotes the integrity and self-discipline of enterprises. Establish a unified credit investigation system for food producers and operators, study and promote the linkage of food safety credit evaluation results with industry access, financing credit, taxation and land use approval, and give full play to the restrictive role of other fields on food safety dishonesty.

(5) Implement the reward reporting system for food safety violations. Local people's governments at all levels shall set up special funds for rewards for food safety reporting, appropriately expand the scope of rewards, and timely cash rewards for those who provide effective clues and are verified to be true. The reward amount shall be appropriately increased for whistleblowers who report serious illegal and criminal problems such as illegal production and sale and use of illegal food additives, as well as internal whistleblowers of illegal production and business units. Strictly implement the reporting confidentiality system, and severely punish retaliation against informants according to law.

5、 Strictly supervise and enforce the law and severely punish illegal and criminal acts

(1) We will continue to maintain a high-pressure situation in cracking down on crimes. We will focus on cracking down on the illegal and criminal acts in the field of food safety that have the most serious harm, the strongest response from the people and the most urgent need to be rectified, and severely punish them in accordance with the criminal law of the people's Republic of China, the interpretation of the Supreme People's court and the Supreme People's Procuratorate on Several Issues concerning the application of law in handling criminal cases endangering food safety and other laws and judicial interpretations.

(2) Further promote the seamless connection between administrative law enforcement and criminal justice. Strengthen the cooperation between administrative supervision departments and public security organs in case investigation, information notification, technical support and legal guarantee, so as to form a joint force to crack down on food crimes. Open the access port of food safety information platform, realize the information sharing between public security organs and administrative supervision departments, and explore the evaluation and response of public security organs involved in suspected food safety crime cases in advance. Establish a joint listing supervision system, and strictly investigate and deal with major cases under Listing Supervision in accordance with the law.

(3) Strengthen the professional strike force of public security organs. Local people's governments at all levels shall, in accordance with the requirements of the reform of the food and drug regulatory system, strengthen the construction of the investigation team of food safety crimes, and specify the full-time responsibility of institutions and personnel to crack down on food safety crimes. Local food safety comprehensive coordination organizations at all levels shall coordinate with relevant departments to clarify the technical appraisal institutions and the disposal methods of food involved in the case as soon as possible, and actively coordinate with relevant parties to provide technical support to the public security organs.

6、 Strengthen monitoring and early warning, and scientifically prevent and respond to emergencies

(1) Strengthen information collection and public opinion monitoring. Establish and improve the reporting mechanism of major information on food safety, and the local food and drug regulatory departments at all levels shall report to the superior competent department and inform the relevant departments in a timely manner after obtaining relevant major and sensitive information; If necessary, report directly to the food safety office of the State Council. Establish a public opinion monitoring and early warning system, dynamically capture the hot spots of social concern, timely verify and analyze the problems reflected, timely issue early warning information, and realize early detection, early report and early treatment of sensitive public opinion.

(2) Strengthen emergency capacity-building. Prepare and implement the food safety emergency system plan, accelerate the construction of emergency management system, and improve emergency management institutions at all levels. We will improve the emergency management mechanism and speed up the construction of emergency disposal equipment, emergency material reserves and emergency teams. Strengthen the construction of emergency plans, do a good job in the guidance, training and drill of emergency management, and accelerate the improvement of emergency core capabilities such as prevention and early warning, emergency response, emergency inspection and emergency evaluation.

(3) Properly deal with emergencies. Strengthen and improve the emergency response coordination and linkage mechanism with the participation of multiple departments, and clarify and implement the relevant disposal responsibilities of departments. Accelerate the study and formulation of food safety accident investigation and handling methods, and standardize accident investigation and handling procedures. Strengthen and improve the rapid response mechanism for emergencies, quickly organize and carry out emergency measures such as on-site control, safety assessment, event investigation and information release, and properly deal with emergencies.

7、 Strengthen publicity and education and correctly guide public opinion

(1) Do a good job in food safety science popularization. Implement the outline of food safety publicity and Education (2011-2015), deeply carry out the "food safety publicity week", give full play to the role of scientific research institutes, social organizations and experts, strengthen the publicity of social co governance of food safety, guide consumers to rationally understand food safety risks and improve risk prevention awareness. We will strengthen publicity and reporting on typical examples of good faith and self-discipline in food production and operation and advanced figures in supervision and law enforcement, and give play to their exemplary and leading role.

(2) Establish and improve the food safety information release system. Strengthen the institutional communication with the media, improve the press spokesman system for food safety, hold regular press conferences, actively introduce major principles and policies and special rectification in important fields of food safety, timely inform the society of phased achievements, and scientifically and orderly release consumption safety tips.

(3) Strengthen public opinion guidance on hot issues of food safety. Actively respond to hot issues of great concern to the masses and consciously accept the supervision of the news media and public opinion. Carry out activities such as "online expert hotline", "online politics", "interaction with Internet users" and "award-winning knowledge competition" to meet the public's demand for food safety information. Take the initiative to voice doubts and misunderstandings in public opinion, do a good job in clarifying and dispelling doubts, timely respond to public concerns and reasonably guide public expectations. We will severely crack down on illegal acts of spreading rumors.

8、 Pay close attention to the implementation of responsibilities and do a good job in coordination and linkage

(1) Carry out the establishment of food safety cities and agricultural product quality and safety demonstration counties. Pilot projects will be carried out in provincial capitals, cities specifically designated in the state plan and other cities, as well as the main producing counties of qualified "vegetable basket" products. Taking the creation activities as the starting point and driven by demonstration, promote local governments to implement regulatory responsibilities and innovate regulatory measures, so as to improve the overall guarantee level of food safety and people's satisfaction.

(2) Improve the coordination and linkage mechanism between departments and regions. We will continue to improve coordination and linkage mechanisms such as inter departmental information notification, joint law enforcement, hidden danger investigation, event handling, publicity and education, and the connection between administrative law enforcement and criminal justice. Actively encourage the establishment of working mechanisms such as risk and hidden danger information exchange, joint investigation and handling of cross regional major cases, industry driven upgrading and collaborative research on major issues, so as to promote the formation of a strong joint force to maintain food safety.

(3) Strengthen supervision and evaluation and strictly investigate responsibilities. All localities should incorporate food safety work into the livelihood projects of local governments and increase investment and support. Food safety shall be included in the annual comprehensive objectives of local governments and the assessment of comprehensive management of social management. The assessment results shall be used as an important basis for the comprehensive assessment and evaluation of local government leading groups and relevant leading cadres, so as to further implement the territorial management responsibility of food safety. Strengthen the assessment and evaluation of agricultural product quality and food safety, improve the assessment and evaluation index system, and improve the supervision and evaluation system level by level. Establish a strict accountability system and investigate the dereliction of duty and other responsibilities of the responsible person in major food safety incidents according to law and discipline.
